"We are recognizing the fact that petitioners brought in over 1,500 people — and they were qualified — and they objected to the use of general obligation bonds to pay for the wastewater system," City Council President Kim Bradley said. "So if we were to choose general obligation bonds as a means to pay for whatever wastewater system we chose, we would require a referendum, or a vote, of the people."
